The Hon. Wilfred Abrahams, Minister of Home Affairs and Information, who spoke in his capacity as the Acting Minister of Agriculture, Food and Nutritional Security, gave the featured address.

"We must reevaluate how we deal with cannabis. While it it still illegal in Barbados - outside of medicinal and spiritual purposes – we still have to ensure that the current policies align with the principles of justice, but the discussion must now look at what’s next. ... The stigma placed on cannabis over the years, which disproportionately impacted specific demographics and communities, is also a challenge that demands our attention and corrective action. This government has started to move in less punitive ways by ticketing based on possession as opposed to incarceration," he explained.
